Installation Note 45168: The Web Infrastructure Platform must be restarted after you manually configure the database

When you configure the middle-tier machine, select DB2 for the Shared Services database, and clear the Automatically create tables and load data check box, the resulting Instructions.html file includes scripts that you need to run. After these scripts are run, the Comment Service does not work.
To resolve the issue, do either one of the following:
- Restart the sas.wip.services9.3 and sas.workflow9.3 EAR files.
- Restart the Web application server.
